Can it be set to "on" instead of "motion sensor," that is, display pictures and play music continuously?

Yes, you can disable the motion sensor function so that the frame will stay on and display pictures continuously.

Can you put in description of the photos

You can, but it's a small text based caption that appears at the bottom. You may be best using a photo editing program to do your captions, then send the photo to the frame.

Does this hold a battery charge or does it have to be plugged in?

The frame needs to be plugged in.

What is the longest time you can have it display one photo before it transitions to another?

With this display it is 1 hour. However, there is a pause mode. You simply hit the OK button the remote control to pause the slideshow.

Can a USB flash drive be used to just play om the frame without downloading to the frame?

Yes. Make the sure USB or SD card is 32Gb or smaller in size. Format to FAT32 if the card is not already in that format.
