Will this device send audio to 2 Bluetooth speakers?

Yes, it can connect with two Bluetooth devices at the same time. This can be any combination of two speakers, two headphones or even a pair of headphones and a speaker.

Is having a headphone jack on your tv the only way this transmitter will work?

RCA jacks work. But the device doesn’t last long.

I have a powered Bluetooth speaker that I would like to connect to a non Bluetooth flatscreen. I'd like to know if this will do that by plugging it into my flatscreen.

How does the battery get charged?
